Procuring a major offshore Operations and Maintenance (O&M) contract involves far more than issuing tender documents. Organisations must define their future operating model, evaluate alternative service concepts, and translate technical and operational requirements into a procurement strategy that delivers long-term value.
Langenberg Management was engaged to support a multi-phase procurement process for an integrated offshore services contract, guiding the client from the initial procurement strategy through bidder engagement, evaluation, and contract award.
Managing the Interfaces Behind the Tender
The engagement began with establishing the governance structure for the procurement process, including stakeholder responsibilities, timelines, communication channels, and decision-making processes.
Langenberg reviewed existing technical and commercial documentation, supported bidder prequalification, and helped develop the strategy for the competitive dialogue phase.
Throughout the procurement process, Langenberg coordinated collaboration between procurement, operations, engineering, commercial specialists, and prospective suppliers. Alternative operating concepts were assessed from both technical and commercial perspectives to identify the most effective long-term solution.
To support decision-making, business case models were developed to compare multiple service concepts using Total Cost of Ownership (TCO) analysis and various operating expenditure (OPEX) scenarios.

Preparing Steering Committee decision papers and executive presentations
Supporting bidder clarifications, negotiations, and final evaluation
Outcomes
The procurement process concluded with the successful award of the contract following a structured competitive evaluation. The selected solution delivered a significantly improved operating model with substantial projected operating cost savings while establishing a clearly defined contractual framework that minimized interface risks and reduced the potential for future claims.
